The University of Arizona and Ocean University of China offer an innovative program that allows students to earn a Bachelor of Arts in Law from Arizona and a Bachelor of Laws from OUC in only four years. The partnership enables students in China to complete a U.S.-accredited degree entirely in Qingdao.

The University of Arizona ranks number 69 out of 20,000 schools in the world, according to the Center for World University rankings, and was the first university in the U.S. to offer a bachelor’s degree in Law. Arizona's James E. Rogers College of Law is a top 40 law school in the U.S.

Study Abroad

Students may complete the program entirely in China or study abroad at the Tucson, Arizona campus in the U.S. for a summer, semester, or longer. The palm-tree lined campus is known as one of the most beautiful in the country. The surrounding city features hiking, concerts, and world-class dining.


The dual bachelor’s degrees in Law from Arizona and OUC offer rigorous training for high-performing undergraduates, primarily in the Chinese legal system, the U.S. legal system, and international economic law. Students receive instruction in civil and criminal procedure, contracts, and torts—and take courses in evidence, legal research, and lawyering skills.

Once admitted to Ocean University of China, students receive application instructions from the University of Arizona. Students must meet admissions criteria of both institutions.

English Proficiency

By the end of their second year at Ocean University of China, students must meet one of the following requirements:

  • Successfully complete English 107 and 108
  • Receive a TOEFL score of 79
  • Receive an IELTS score of 6.5
